If I understand correctly, there is no way I can just restore my program and apps from my backup without messing with the new W10 install. BUT, I could restore the full backup old W10 included and then, in theory, do an "Upgrade this PC" that would basically reinstall the W10 and eliminate the problems I was having with the original W10 install.
